NOTICE: REQUEST FOR QUALIFICATIONS
DESIGN PROFESSIONAL CONSULTING SERVICES FOR MASTER PLAN FOR THE MOUNTS BOTANICAL GARDEN
ISSUED BY THE FRIENDS OF THE MOUNTS BOTANICAL GARDEN, INC.
Notice is hereby given that the Friends of the Mounts Botanical Garden, Inc. requires design professional services from a firm qualified and experienced in the preparation of master plans for botanic gardens and arboreta.
The selected firm will provide a comprehensive site master plan (Master Plan) with full narrative description for the Mounts Botanical Garden (the Garden) located at 531 N. Military Trail, West Palm Beach, FL 33415. The Master Plan will include new features and enhanced gardens, parking and visitor amenities; architectural planning study of potential new buildings/features; templates for garden furnishings. The selected consultant will also lead stakeholder meetings during the planning process; identify parcels for acquisition and expansion; develop phasing plan for implementation; develop cost estimates and related activities all as further described in the Request for Qualifications (RFQ).

This RFQ is issued by the Friends of the Mounts Botanical Garden, Inc. (Friends) and any resulting contract will be between the selected firm and Friends and not with Palm Beach County.
Responses are due by 3:00 P.M. (Eastern Time) on August 4, 2023, at Mounts Botanical Garden of Palm Beach County, Attn: Rochelle Wolberg, 559 N Military Trail, West Palm Beach, FL 33415.
Non-Mandatory Pre-Proposal Conference. Proposers are invited to attend a non-mandatory pre-proposal conference to be held on July 13, 2023 at 2 P.M. (Eastern Time) at the following location: at Mounts Botanical Garden, 559 N Military Trail, West Palm Beach, FL 33415. Please meet in the Exhibit Hall. Attendance at this pre-proposal conference is strongly recommended and encouraged.
Responses will be evaluated based on the selection criteria set out in the RFQ including the Affirmative Procurement Initiatives (APIs) determined by the Palm Beach County’s Goal Setting Committee. The APIs for this solicitation are:
- Up to 15 points shall be awarded based on the level of Small Business Enterprise (SBE) dollar participation committed to on the prime respondent’ team
- The SBE goal for this project is a mandatory minimum of 20% participation.
A mandatory SBE goal applies to this solicitation, so any response that fails to comply with the required goal shall be deemed non-responsive after the period allowed for waiver requests has lapsed. If a proposer is unable to comply with a required goal, such proposer may submit a request for a waiver or partial waiver at least 7 days prior to the response due date. If a proposer requests a waiver from a goal from Palm Beach County’s Office of Equal Business Opportunity (OEBO) at least 7 days prior to the response due date, then the response due date will be extended pending the outcome of a waiver request. Additionally if the waiver is granted the solicitation will be amended accordingly and the due date extended again. Prior to submission of a response, any firm or individual, as prime consultant or as a sub-consultant, desiring to provide architectural, engineering, landscape architectural, or surveying and mapping professional services for this Project must first be certified by Palm Beach County’s Engineering and Public Works Department under the Consultant’s Competitive Negotiation Act (CCNA) .
