The Master Plan should create a roadmap for ensuring an appropriate balance of facilities and amenities throughout the community for the next ten to fifteen years. The City of Burlington is seeking a system-wide approach to evaluating parks, recreation programs, open space, trails, facilities, and amenities in order to develop goals, policies, guidelines and achievable strategies. The Master Plan will be used as a resource for future development and redevelopment of the City's parks and recreational facilities, as well as be a resource to enhance tourism in Burlington.

The professional services sought in this request include comprehensive design of all project elements to the 100% level of master planning, including detailed assessment of conditions, mobility analysis, coordination with stakeholders, public involvement, goals and recommendations, coordination with other local and regional plans, implementation schedule, budget estimates, and document development. The scope of services does not include contract administration. Proposals may include additional action items in the proposal that, in the opinion of the proposer, will help achieve the goals and the intent of the tasks that are not listed in this RFQ or the related documents. These should be clearly identified in the proposal.
