Congress Passes Short Term Spending Bill

On Wednesday, September 17, the U.S. House of Representatives voted 319-108 and on Thursday, September 18, the U.S. Senate voted 73 – 27 to pass H.J. Res.124 – a continuing resolution (CR) spending bill to fund federal government programs and operations for fiscal year 2015 and avert another government shutdown. The legislation maintains current funding levels for government programs and agencies through December 11, 2014. Below is a breakdown of the FY2014 enacted spending levels for the various sections of the continuing resolution important to ASLA and landscape architects across the country.

Transportation Housing and Urban Development (THUD)
FY2014 enacted funding levels for the Departments of Transportation and Housing and Urban Development: $104 billion
     • Department of Transportation (DOT): $71.1 billion
     • Department of Housing and Urban Development (HUD): $32.8 billion


Interior/Environment
FY2014 enacted funding level for Interior-Environment programs and services: $30.1 billion bill for the U.S. Environmental Protection Agency, the Department of Interior and related agencies.
     • EPA: $8.2 billion
     • Clean Water State Revolving Fund: $1.4 billion
     • Drinking Water State Revolving Fund: $906 million
     • Department of Interior: $10.5 billion
     • National Park Service: $2.3 billion
     • Land and Water Conservation Fund: $306 million
     • U.S. Forest Service: $5.5 billion
     • Urban and Community Forestry Program: $28 million


Energy and Water
FY2014 enacted funding level for the Army Corps of Engineers: $5.5 billion for the Corps’ operations, investigations and construction.

Agriculture
Conservation Programs: FY2014 enacted spending for the National Resources Conservation Service total $826 million.

Other Agencies (FY2014 enacted levels)
National Endowment for the Arts: $146 million
National Endowment for the Humanities: $146 million
Dwight D. Eisenhower Memorial Commission: $1 million (FY2014 allocated) was zero out in the continuing resolution legislation
