Pocket Neighborhood Plan Architectural and Planning Services

City of La Crosse is requesting proposals for a plan for a “pocket neighborhood”
– a grouping of smaller residences around a courtyard or common green space – on
the former site of the Naval Reserve Training Center at 2226 Green Bay Street.
We seek to enlist the architectural and planning services of a firm to design a
site plan, landscape plan, elevation renderings of 10-12 cottages, and two
house plans on this 1.5 acre (~65,000 square feet) site. The city Engineering
Department will provide site civil engineering services including a
drainage/grading/stormwater plan, erosion control plan, and a revised
preliminary and final plat. The site is currently platted for eight single
family homes and needs to be re-platted.
This City-owned site has
been cleared of all buildings and previous development. The site fronts on Green
Bay Street and Hyde Avenue. It borders single-family homes and a City of La
Crosse fire station, and is in close proximity to Central High School, the
Village Shopping Center and Kmart, two bus routes, and a pocket park. The parcel
is currently zoned Single-Family Residential (R1). While this project encourages
a greater density than what would be allowed under the R1 zoning, the pocket
neighborhood should be consistent or complimentary to the character of the
