| Julia M. Lent, Government Affairs Director
In addition to overseeing government affairs and advocacy
operations, Julia is also responsible for state advocacy,
including the 50 by 2010 Licensure Campaign. She got her professional
start writing legislation for the Pennsylvania House of Representatives.
She’s tackled a wide range of issues over her career, including
five years working on health care issues. Including her six
years at ASLA, she has over 15 years of experience working
with state legislative advocacy. Julia received her Master
of Public Adminstration degree from the University of Pittsburgh.

Roxanne Blackwell, Manager Federal
Government Affairs
Roxanne Blackwell serves as ASLA’s lead lobbyist in
Congress and the federal agencies. She has ten years of legislative
experience working on Capitol Hill, where she served in several
senior level positions for Members of the Congress, including
Chief of Staff, Legislative Director and Senior Legislative
Assistant. She has extensive legislative experience working
on natural resources, transportation and agricultural issues.
Roxanne received her Juris Doctor from The Howard University
School of Law and is a member of the Maryland Bar.

Dan Lijana, Government Affairs Coordinator
Dan Lijana assists the department director and federal government
affairs manager in developing and implementing ASLA’s
state and federal government affairs programs in addition
to coordinating the ASLA Advocacy Network. He has three years
of experience working with Congress and state legislatures
in trade associations and non-profit organizations. Dan also
has a Master’s of Arts in Political Management from
The George Washington University.

Megan Ciarfalia, Legislative Assistant
Megan Ciarfalia assists Government Affairs staff in researching
and tracking federal legislation. She joined the ASLA staff
after working as an intern for Congresswoman Louise Slaughter
(D-NY). Her interests include sustainability, green infrastructures,
and historic preservation issues. She holds a Bachelor of
Arts degree in Political Science from the University of Rochester.
She also assists Landscape Architecture Magazine
in her role as Editorial Assistant.
