The Pennsylvania Environmental Council (PEC) has issued a Request for Proposals to perform an engineering feasibility analysis and develop conceptual design studies and a master plan for implementation of a reconfigured Spring Garden Street in Philadelphia. Major goals of the reconfiguration are to: - implement a high-quality bicycle corridor to connect the Schuylkill and Delaware riverfronts, as part of the national East Coast Greenway
- enhance the safety and attractiveness of the street, transforming it into a “Complete Street”
- potentially install stormwater and sewage retention structures that will assist the Philadelphia Water Department in reducing overflow of the area’s combined sewers into the rivers.
PEC is seeking competitive proposals from qualified respondents to perform such tasks as might be necessary to achieve these goals. Such work must be performed in accordance with all terms, conditions, and specifications as set out in this Request for Proposal (RFP). To download the RFP, follow this link.
